Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.

CARE is implementing the CSR project “ Promotion of Women’s Economic Empowerment through Entrepreneurship Project’ in Tiruvottiyur, Greater Chennai Corporation, Tamil Nadu. 

The goal of the project is ‘Economic empowerment of 200 women entrepreneurs through Sustainable Employment and Entrepreneurship Development Approach.’ 

To achieve the above, the project will focus on the following key outcomes:

  • Enhanced decision-making capacities of women through financial & digital inclusion.
  • Enhanced entrepreneurial cum technical capacities of women to establish and run their enterprises; Sustainable women-owned and managed enterprises.
  • Reduced gender barriers for women through gender sensitization of ecosystem actors
  • Enabling ecosystem creation through increased awareness and `linkage to government schemes. 

 

 

JOB SUMMARY

Monitoring and Learning Officer (Knowledge Management Learning & Evaluation) leads monitoring, evaluation, data management, learning review and documentation of the project. S/he will lead the process and manage all roles related to KMLE such as finalization of operational and monitoring plans in consultation with the Project Manager. S/he will be responsible to design/change the form of monitoring and evaluation framework under the project. S/he will also provide critical data and write-ups to other team members for evidence-based governance and advocacy on various themes of the project.

ROLES AND RESPONSIBILITIES

  • Design and develop a project performance and outcome monitoring framework (PMF.
  • Ensure incorporation of gender and diversity aspects in the PMF and actual M&E on field.
  • Assist the Project Manager in preparing quarterly implementation plans and budgets and carry out concurrent monitoring study every quarter to monitor and report progress and outcomes.
  • Develop tools for outcome measurement with the support of technical units to collect, analyze and prepare quarterly concurrent monitoring report for the report.
  • Carry our annual assessment – of progress, outputs and outcomes of the project with respect to women empowerment, enhancement in income levels of women supported through the project.  
  • Manage data collection of application software and or mobile application for routine data base management.
  • Undertake data quality audit and ensure high-quality data assurance system and regular follow up.
  • Analyze MIS and other periodically collected data for quarterly review meeting, donor reporting, external communication.
  • Facilitate regular collection, compilation and analysis of project data and ensure maintenance and updating of project MIS in consultation and with the support of several domain experts, stakeholders and volunteers working in the government.
  • Ensure that the project front-line staff comply with the M&E requirement of the project.
  • Support the Project Manager in analyzing data and taking appropriate decisions.
  • Support CIHQ in coordination and conduct of evaluation and assessments.
  • Provide project-related data and information (including impact data) as required by the Project Manager and CIHQ.
  • Conceptualize and lead impact assessment in the project, leveraging internal and external resources and expertise in collaboration with IMU team.
  • Align KMLE system as per the CARE India’s and CI MEL principles and standards.
  • Prepare progress reports as required internally and for donor reporting, using inputs provided by the project team.
  • Prepare context analysis write-ups for various kinds of reports and proposals emanating from project.
  • Develop the learning agenda and gather relevant data, in consultation with the Project Manager and leading its roll-out (including generating evidence and informing CARE India’s Long-Term Programming.
  • Design, lead and support data collection, aggregation, validation, analysis and reporting in formats and dashboards.
  • Conduct or/ and support conduct of studies/research in various relevant thematic areas, and involving project team, interns and/or resource organizations.
  • Package and disseminate project learning for various internal and external audiences to achieve specific and strategic objectives.
  • Support the program team in quality reporting and documentation by verifying the technical content of reports, publication, and other knowledge tools.
  • Build capacities of staff on relevant data quality assurance mechanism.
  • Coordinate with Impact Measurement Unit to comply CARE Evaluation policy.

QUALIFICATION & EXPERIENCE

Essential

  • Master’s degree in statistics/economics/demography/ MBA related field.
  • Minimum five years’ experience in monitoring and evaluation /  rural development / Education sectors of development projects. 
  • Hands-on experience in conducting qualitative / quantitative surveys and preparation of analytical reports.
  • Proficient in using Windows package 
  • Familiar with social science research method, and draw  reporting outcomes and progress made against the key deliverables committed to different age groups.

Preferred

  • Experience of documenting and evaluating at least any two of the following sectors health, education and livelihood, and gender will be preferred.
  • Excellent skills, at least one or more analytical packages like SPSS, Stata, Excel, Nvivo, QDA, and expertise on developing a program for data collection, analysis and data generation through any open source or licensed software.
  • Documentation and communication skills. 
  • Excellent interpersonal and teamwork capabilities.
  • Ability to coordinate with multiple agencies and government functionaries, esp. For meeting data requirements.
