Development action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

World Campaign for In-depth Reform of the Systems of International Institutions - Global

In July 2003, UBUNTU - World Forum of Civil Society Networks launched a campaign with the goal of instigating a process for reform of the system of international institutions and moving toward a system of global democratic governance. Internet and face-to-face advocacy efforts are designed to build support for the Manifesto, which will be submitted to the United Nations (UN) General Assembly in 2005 with a call for the organisation of a World Conference on Reform of the System of International Institutions.
Communication Strategies
The campaign's key strategy is inviting citizens to sign a manifesto that describes the reasons behind and proposals for the suggested reform. While the launch was aimed at encouraging representatives of NGOs and academics to get involved, the campaign has a broad public focus. In order to inform and mobilise citizens worldwide, organisers developed an Internet portal that provides a forum for debate and raises awareness about the need for reform. Accessible in English, French, Spanish, and Catalan, this portal describes a "world citizen legislative initiative" and requests as many signatures on the Manifesto as possible. The key strategy here is channeling the pressure of world public opinion toward international organisations, governments, world economic actors, and the like. As the campaign progresses, additional strategies will be developed through face-to-face meetings with campaign bodies.

Another strategy is hosting regional and global consultations and dialogues, each of which revolves around a specific issue. These events, held at venues worldwide, aim to encourage reflection and analysis among civil society and between civil society and the international community. These events will also support the development of a reference document on the conceptual and methodological bases of the reform from the standpoint of civil society. The document will examine existing reform proposals and the results of participatory and consultation processes of this campaign.

Key Points
The Manifesto calls for world democratic governance, which organisers envision as guaranteeing democratic control and regulation of globalisation; giving priority to human rights; eradicating poverty and promoting a more equitable development model; embracing human and environmental security; and building mechanisms that would enable people and civil society organisations to be directly represented and to take part in global decision-making processes. According to the Manifesto, "The pursuit of these goals requires a stronger, more democratic UN, placed at the centre of a consistent, democratic, responsible, effective system of international institutions. More specifically, we need to democratise the composition and decision-making procedures of UN bodies; to strengthen the UN General Assembly, placing all its bodies and agencies, as well as global multilateral organisations, under its effective and democratic control."

The idea for this campaign was presented for the first time at the World Summit on Sustainable Development, held in Johannesburg in 2002.
