Development action with informed and engaged societies

After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter.

Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.

On the transfer, co-founder Victoria Martin expressed her pleasure to see this work continue under Wits' leadership, knowing that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.

As Wits, we honour the team and partners who sustained The CI for decades and look forward building from that strong base. This includes co-founders Warren Feek (1953-2024) and Victoria Martin as well as La Iniciativa de Comunicación (CILA), which continues independently at lainiciativadecomunicacion.com with links to The CI Global site. We are also eager to forge new partnerships and entertain new ideas as we consider how best to contribute to social and behaviour change in our rapidly evolving environment.

If you are joining the International Social and Behaviour Change Communication (SBCC) Summit in Panama, please join Wits and CILA on Monday, 22 June, to share your thoughts and suggestion for the relaunch of the Communication Initiative. We will be in Pacifica 5 from 12-1:25 for the Refuel, Reflect, and Renew Lunch Series: The Communication Initiative: celebrating a driving force for Communication for Social Change and the way forward. We will reflect on the legacy of Warren Feek and family in creating the Communication Initiative, consider the contributions of CI over the years and then turn our attention towards the future in this dynamic session.

If you are unable to join us in Panama, we still want to hear from you. Please contribute your thoughts by following this link: https://redcap.link/CommunicationInitiative2026 or reaching out to ci_surveys@commint.com

Universal Access 2010 Review

0 comments
Universal Access 2010 Review is an initiative taking place in 15 countries to support the community sector in documenting, providing critical analysis on, and undertaking policy dialogue for accountability on achieving universal access commitments. The International Council of AIDS Service Organizations (ICASO) defines the achievement of universal access as the ability of all people to have equal access to the quality services and/or commodities that they need to meet their HIV prevention, treatment, care, and support needs. For this advocacy project, ICASO's International and Regional Secretariats and sub-regional partners are working with national partners in: Africa (Senegal, Ghana, Tanzania, Morocco, Kenya), Asia (China, India, Indonesia, Vietnam), Central and Eastern Europe and Central Asia (Romania, Ukraine, Kazakhstan), and Latin America - Andean Region (Bolivia, Colombia, Peru).
Communication Strategies

This project is supporting community sector advocates to:

  • assess their involvement in the universal access processes;
  • review data and analysis of the AIDS epidemic and related needs (especially of key populations, prevention, human rights, and gender equality);
  • identify the gaps in the targets set and in the associated achievements;
  • advocate for targets and approaches that are comprehensive and that reflect the reality of their country's epidemic, and for transparent and inclusive periodic monitoring and reporting process in the future, and;
  • monitor and document progress in achieving those targets.

The methodology is based around participatory action research (PAR), whereby members of the community participate meaningfully in the data collection process and the interpretation, dissemination, and use of research results. The ICASCO project methodology tool may be downloaded by anyone wishing to initiate a community-led review; click here [PDF].

Partners at the country level collected and analysed data during the last quarter of 2010 based on a set of common guidelines and a questionnaire. Country partners and community stakeholders will then share the results and validate findings and recommendations and agree on an advocacy plan. ICASO Regional Secretariats and partners will collate and analyse these country reports and complement the findings and recommendations with interviews with key informants, advocates, and leaders to present a "snapshot" of Universal Access in their respective regions. [Anyone who has initiated a review is invited to share documented results with ICASO to publicise and incorporate into regional and global accountability reports; see the contact details, below]. ICASO will compile all the reports and will develop a global report to be launched at the 2011 UN High-Level Meeting to review progress on universal access. It is anticipated that the report will provide a frank analysis of the challenges and barriers as well as lessons learned in achieving universal access and will propose a set of recommendations for universal access to be achieved by 2015.

Development Issues

HIV/AIDS.

Key Points

On June 2 2006 Member States at United Nations General Assembly adopted a Political Declaration on HIV/AIDS where countries committed, among other things, to set targets by end of 2006 to scale up the response toward the goal of reaching universal access by 2010.

Partners

The ICASO Regional Secretariats: AIDS Action Europe; African Council of AIDS Service Organizations (AfriCASO); Asia and the Pacific Council of AIDS Service Organizations (APCASO); Latin American and Caribbean Council of AIDS Service Organizations (LACCASO); and North American Council of AIDS Service Organizations (NACASO). ICASO sub-regional partner: Eurasian Harm Reduction Network (EHRN).

This project is supported by the Canadian International Development Agency of the Government of Canada (CIDA) and the Ford Foundation. The Joint United Nations Programme on HIV/AIDS (UNAIDS) Secretariat facilitated access to relevant information.
